Decision to be free from emotion
Judiciary chairman Geoff Bellew has told panel members emotion around Slater’s and the grand final is irrelevant in their determination.
Bellew also said there are two questions for the panel to deliberate on:
1. Was there forceful contact with the shoulder or upper arm? Bellew says if your answer is no, then he is not guilty.
If you answer yes you need to consider:
2. Was the forceful contact made without Slater using or attempting to use both his arms including his hands to tackle or otherwise take hold of the opposing player.

I don't think, historically, judiciary precedents work for Manly. That's why we traditionally take the early guilty plea.And thereby they set a precedent for all (perpendicular) shoulder charges for the future.

Having checked the Shoulder charge was banned in internationals in 2013.. Also banned in UK superleague just prior.The point is that he has form with his type of hit.
Legal then and probably still is in test footy. But not in the NRL in 2018.
