NRL boss Todd Greenberg has responded to claims he threw former Manly supremo Bob Fulton under the bus for his role in Manly's salary cap cheating.
NRL chief executive Todd Greenberg says he will call Bob Fulton to explain why the former Manly supremo was involved in the punishments handed down at the club for salary cap cheating.
Fulton on Tuesday claimed Greenberg had thrown him under the bus in Monday's findings, despite avoiding sanction because he isn't a registered official in the game.
"I made some comments yesterday that the rules don't permit us around Bob Fulton to provide any sanctions. That message hasn't changed again today. I'm certainly happy to talk to Bob personally, which I'll do today," Greenberg said on Tuesday.

Manly Sea Eagles owner Scott Penn fires back at salary cap rorting punishment
DEFIANT Manly owner Scott Penn fired back at the NRL, declaring: “We’re not salary cap cheats.”
The Sea Eagles chairman told The Daily Telegraph his club had been “seriously hung out to dry” through “circumstantial evidence” despite the NRL revealing it had uncovered “deliberate breaches of the cap.”
“This is not a rort,” Penn insisted.
Asked had his club cheated, Penn said: “No. We have abided by the principles of the salary cap. The club has not paid one player any more than we have declared.
“And the NRL has not provided a smoking gun through this whole process. It’s disappointing to be tarnished with a big brush.
“We have not paid a player one cent more than our annual salary cap declaration. We have abided by the principles and rules of the salary cap. They are suggesting we have somehow rorted the system and gained an unfair advantage — we disagree.
“They have said we effectively made promissory notes to players and not disclosed them. They were in relation to making introductions and helping find them third parties. It was only around the negotiating process.
“The NRL is maintaining a hard line on it and are saying it is breach of the rules. We never guaranteed any third parties. That is what we are disputing. They are saying we had to disclose them, it was an obligation.
“But there are no guarantees in writing — this is all circumstantial. When you’re negotiating with a player, sure you try and find them additional money. That’s common practice. This isn’t isolated to the Sea Eagles.
“This is not a rort. It’s a protocol issue. The club has not guaranteed third parties. And no-one is claiming that we have, this is where it gets tricky. We are seriously getting hung out to dry on this, to be honest.
“What we have done is introduce people to player agents, and the like, as part of the negotiations. All at an arm’s length and said there is potentially an opportunity here. Some have come to pass, some haven’t.
“They are claiming that every single one of those for the past five years — any introduction or otherwise — should have been in the cap, which we totally disagree with.”
“We feel at this stage there are certainly strong grounds to appeal,” Penn said. “We just need to review that based on our legal opinion.”

Manly coach Trent Barrett, who began his tenure in 2016 and is contracted until the end of 2020, received an official warning from the NRL.
"What I would say is that Trent was put into a difficult position in some of these discussions," Greenberg said.
"He complied continually with the integrity unit's investigation. But there's no evidence to suggest there is any accreditation issues for Trent. Trent is in the clear."
That also applies to previous Sea Eagles coach Geoff Toovey, who took over from Des Hasler in 2012 and then was replaced by Barrett at the end of the 2015 season.
Toovey told NRL.com he had not been interviewed during the salary cap investigation, which began last July.

It boils down to this reallyWe'll see how it plays out. From what I've read the Penn's have advice and an interpretation of TPA rules that are different from the NRL's that will require a body in a position of authority to make that call.

I think option 4 has probably been discussed more often than you would think ... it isn't too long ago that the 16 clubs demanded the resignation of Grant, and I would not be surprised if they jumped at a viable alternative if presented.
Part of me would like to see us fight it and win too but the pessimist (or maybe it's the skeptic) just wants to wrap it up and move on.I hope we fight. Fight hard and win. Easy for me to say since it's not my money. I hope Penn uses the trades practices act to see the end of Greenburg. I hope Bozo gets defamation damages. I hope both are given fair voice in the media and I hope we are all vindicated with Greenburg's career disgracefully terminated and his proverbial head sitting on a platter in our lounge cabinets. I hope in the next few days we all get the sense that Greenburg is a dead man walking.
