Has anyone wondered why the cap reduction figure is 660k, 330k x2? Such unusual numbers. No other "rorters" have had to carry a reduction into the following year.
Did the NRL calculate we have 330k left for this year and decided it isn't a high enough penalty, and then doubled it?

I didn't see the interview so I have no idea - if he did say Penn commited fraudulent acts then I hope Penn goes for the jugular.
“Greenberg’s henchmen?”I don't think the figure of $660K was plucked out of thin air. Paul Kent's article in the Telegraph this morning suggests we still get the 9 million cap payment each year meaning that the $500K we have to actually pay in fines over 2 years is paid from the CAP money (250 x 2) and Penn comes out 160K ahead which might just be what they estimate he spent on legals so far. The only penalty we actually receive is playing $330K under the cap for two years. Greenberg stressed we are well and truly under the Cap in 2018 so the penalty is really only for 2019 and stalls our recruitment plans for 18 months. IMO this appears a bit too tailor made particularly when compared to penalties imposed on other clubs. The Carrot!
Because Greenburg couldn't face the embarrassment of clearing Manly he needed a couple of sacrificial lambs. Oops! one was Bozo. Greenburg's henchmen Slothfield and Hooker jumped on board relying upon what is described by Greenburg as compelling evidence. If the evidence is not so compelling when considered by objective minded and legally trained folk then this will have been a very expensive exercise.
The real elephant in the room is the fact that NRL have not taken any action against payer managers and they have failed to satisfactorily explain why. Bozo will come out blazing and it only needs one spark to ignite a firestorm. Here come "Cap gate"!

I doubt it. TPA's and much of the NRL rules fall outside the jurisdiction of a court. The only action Manly could really take would be civil and that cost would likely be higher than the fine and the risk of losing to high.
I would think the most likely would be a drawn out process whereby Manly continue to ask for extensions as well as delay the tactic and continue to respond to each of the points delaying a final decision very likely into late 2019, Manly simply registering their disagreement but still paying the fine

We'll see how it plays out. From what I've read the Penn's have advice and an interpretation of TPA rules that are different from the NRL's that will require a body in a position of authority to make that call.
