Well their in lies the problem, as it is an appeals committee that happens to have a QC on the panel. Its not a legal matter at the moment, although lawyers are welcome if the Chair allows them.
But I did come across this below, which probably states a 2/3 majority is needed for a decision. However, that is an assumption as the workings of the appeals committee don't seem to be transparent.
"For the purposes of sub-Rule (1), a decision arrived at by a majority of the constituents of the NRL Appeals Committee shall be taken to be a decision arrived at by the NRL Appeals Committee.
