Of course it is. Every aspect, from the talent Easts accumulate which the NRL turns a blind eye to, to the clubs with the biggest fan bases and most influence getting favourable treatment on and off the field.
The NRL is now "entertainment", greasing the wheels of gambling empires. Where big money is involved corrupt flourishes.

And I’m adding broadcasters to the mix , they pay the big $$$, so they can advertise the gambling companies , which pay them huge money , which then makes mega dollars.

And you don’t think there’s teams they like to see win & teams they want in the big games at seasons end ???

I don't think there is an intended bias by the administrators of the NRL. There are however vague elements that make some areas favouring certain teams over others.

One is the junior boundaries that seriously favour some teams like Parramatta, Penrith, Brisbane and even Canterbury Bankstown in particular. This is offset by recruiting juniors from other areas, but it still favours the teams with the large junior regions.

Second is the TPAs which favour those sides within business districts such as Sydney City, Melbourne, Brisbane. Lets be honest, the system relies on which clubs can bend the rules and have enough business operations and connections to finance their players.

Thirdly the rules of the game are too discretionary and open to manipulation. The game needs the rules to be simplified and the discretionary powers of refs to be reduced to a minimum.

Finally, I have never been happy with the salary cap. Again it is too open to secret behind the scenes deals. Either a draft or points value system for players would reduce the potential to manipulate the system.

As for Manly's performance this year, it has been good but not top tier. They get a bad deal some games from refs but then a decent deal other weeks. They are where they deserve to be at this stage.

Nothing is 100% bulletproof without errors and safe from failure
Everything is opened to being challenged
Including the Salary cap

Defensive lines
Game plans
Election promises
and Salary caps are all meant to be broken

I know it is hard to contemplate that the sport we love is anything but squeaky clean, and the 'unpredictability' of the result is just serendipity. But why should NRL be any different from other sports that have been proven to have had corrupt players/referees/administrators?
Because of the power ref's have the corruption needs only to reach one person, the ref. No need to corrupt any player because they can never have as much influence over a result as a ref. Don't tell me there isn't a ref with a gambling/drinking/drugs/marital problem that wouldn't be susceptible to some easy money.
Of course it is in no one's interest to investigate corruption in the NRL. So called RL 'journalists' are more PR lackies than investigative reporters.
And you know 60 Minutes would never investigate it. (The CFMEU should have advertised more on Channel Nine!).

I guess they have to say it...but then the bosses all come out and yell about how far beyond reproach, or how sacrosanct or how amazingly honest the refs are I think along the lines of your post.

Next minute Kasey Badger can't ref souths games because her ex-ref husband now works for souths.

So which is it?

And if that's the case, Manly should hire a relative of gough and Klein to do some small job for them.

It's rigged in the same vein as WWE in that it's ultimately sport entertainment. They generally keep the games close to maximise viewer engagement with advantageous calls at pivotal moments.

The game survives on broadcast revenue which is funded by advertising and that requires eyeballs on screens. A great example is match coverage for things like SOO, kick off at 8:05PM but telecast starts around 7:00PM? I don't think it's a conspiracy or that deep, but I think some calls that 'even' a game up often determine the outcome resulting in the perception it's rigged.

If I am to put on my tinfoil hat for a second, an argument could be made that the 6 again has been one of the most influential and least scrutinised rule changes in the games history. Presented as a tool to 'speed up' the game but its subjective use and consequences have been huge.
