Parramatta has breached the salary cap five of the past six seasons. The club has been asked repeatedly since July, during which time it has been in constant dialogue with the NRL over governance reform: "Have you anything else to declare?"

The answer, repeatedly, has been a definite, no.

The NRL has been constantly lied to over third party breaches which have subsequently surfaced.

Both the Storm and Parramatta committed breaches over a period of years of similar amounts; both clubs had been warned, although the Storm was not offered multiple opportunities to confess. In fact, after being presented with charges and given five days to respond, chairman Rob Moodie flew to Sydney and voluntarily met with Gallop.

The difference between the two clubs on sanctions for salary cap abuse is that Parramatta has no current titles, trophies and premierships to lose.


Last year the club was fined $525,000 for salary cap breaches in 2014. Parramatta became the first club in history to breach all four club salary caps.

The slippery Eels' subsequent denials to the NRL of any further breaches has taken the case out of the court of incompetence into one of wilful disregard for the rules.

The Storm's 2007 breach was $450,000, although the club disputes this.

Test of credibility for the NRL here. This has to be a mandatory loss of points or ability to play for points as they are not far away from being a top 4 side with an illegal team. I hope this is sorted out ASAP cause its unfair on the clubs who play by the rules and the fans who deserve so much better.

The one eyed eels site is an absolute crack up at the moment. It seems like some of their posters keep posting all the negative press articles just to stir others up.

Someone posted the Zorba article and I have never seen such rude comments about Zorba even on this site.
 
The penalty should be harsh at least 10 points but preferably 0 points for the season. But we all know nrl want a successful western sydney side to drive up ratings and justify a new stadium at parra. Prob only get deducted 2 points!

Nrl has strict instructions for refs to let them get away with offside and blatent hold down penalties. They want them to be successful
 
This is not the first time zorba has written an inflammatory article about a team we are just about to play. No argument the eels deserve to get what is hopefully coming their way, but why stoke the fire before we play them?

Because they're cheats. And really bad wooden spoon winning whilst trying to win cheats. Oh and of course they're parramatta. Get them in the sea!
 
Its not just losing points, they need to shed the players required to get them under the cap.
They are desperate to cut watmough and not have his salary counted under the cap if they succeed then they are again rorting the system as watmough's knee has been a problem for 5 years and isn't a new injury

The below is a statement from Parramatta Eels Chairman, Steve Sharp.

In order to address current rampant and misleading public commentary I advise Parramatta Eels Members, fans and the public of the following:

  • The Eels have been assured by the NRL as late as Friday of last week (April 8) that the NRL has not reached a decision or determination in its current salary cap investigation;
  • The Eels have also been assured by the NRL that the NRL investigation is proceeding unaffected by this speculation. Like all other clubs and broadcasters, we are completely reliant on the integrity of NRL processes;
  • The Eels welcome these assurances from the NRL;
  • As such, speculation as to findings of guilt or innocence, potential loss of points, fines, removal of Eels staff and the like is just that, speculation;
  • The Eels have also been assured by the NRL the current Eels Directors, staff and I will be afforded the opportunity to assist the NRL’s investigators. We welcome this opportunity and look forward to assisting the NRL, especially given so much complex and historical material;
  • Some current staff have already been interviewed and offered full assistance to the NRL;
  • The Eels support the request of the NRL to interview the previous CEO Mr Scott Seward and any other former employees, officials or relevant parties they deem necessary;
  • The Eels stand ready to further assist the NRL in any way moving forward; and
  • We reassert our commitment to the ongoing reforms of the governance of the club made necessary by previous poor practices.
Much of the current speculation and misinformation is clearly being fuelled and driven by those opposed to these reforms.

We look forward to ongoing discussions in detail with the NRL in the proper forum to address each and every matter in detail. We are disclosing any and all relevant material within our knowledge to the NRL.

And we reject the wildly misleading and inaccurate comparisons between the current investigation into the Eels and the findings in respect of the Melbourne Storm and the Bulldogs in years gone by.

There has been much criticism of the Eels for not making more public comment as the investigation has proceeded.

We have chosen to be circumspect in any public commentary for this simple reason: public commentary has the effect of undermining confidence in the integrity of the NRL processes which every fan, every single NRL club and the game’s broadcasters rely upon.

If these processes are compromised, then the game and everyone who loves and is invested in the game are potentially diminished.

What we can say is that current Eels leadership is actively reforming the governance of the club in close association with the NRL. There have clearly been many serious previous problems at the club warranting this reform program.

Breaking news

The NRL has announced that the Parramatta Eels have been systematically deceiving the salary cap over the last 4 years.

The head of the NRL Todd Greenberg has come down strong on the club, with a penalty of a promised new development of their stadium and more Friday night games live on ch 9.
"I think we all need some perspective here. We know what Parramatta has done is wrong, but what do you want me to do. I don't really run the game, I just do what ch 9 wants. I would also like to say how great the Broncos are and how much I love seeing them play on Friday nights". Claimed NRL supremeo Todd Greenberg.

He has also promised to catch all of the Peter Sterling love juice for Keiran Foran at one of thier 5 scheduled TV interviews coming up on Sterlo. " I'm really excited to see Keiran once again on Sterlo and see the emotion that he brings out of my dear mate Peter. I promise to do all I can to clean up all of the excitement that will inevitably be unloaded as the interviews are held." Said Todd Greenberg.
 
Parramatta Eels salary cap scandal: Emails reveal secret offshore payments

Parramatta Eels former chief executive officer Scott Seward and ex-team manager Jason Irvine made secret cash payments into a player's overseas account in breach of salary cap requirements, documents obtained by Fairfax Media reveal.

Both men will be star witnesses at a National Rugby League investigation into allegations of widespread salary cap breaches at the embattled club.

Mr Seward was forced to resign from the club last year after being accused of going "rogue" and not telling the board about exceeding his authority in negotiations with players such as Kieran Foran, Will Hopoate and Anthony Watmough.

Fairfax Media is not suggesting any of the players or their managers were involved in any wrongdoing.

For his part, Mr Seward is claiming he is being made the "fall guy" for the club. His claims are hotly disputed by board members, who say they had no knowledge of his activities, which they say included secretly negotiating a $230,000-a-

year payrise for coach Brad Arthur. The increase was subsequently reduced to $100,000 per year.

The board also claims that Manly player Anthony Watmough was offered a three-year deal with the Eels but that it wasn't until it was registered with the NRL that the board discovered Mr Seward had negotiated a four-year deal including a "marquee player" allowance which greatly exceeded what he had been instructed to offer.

Emails obtained by Fairfax Media reveal that Mr Seward, Mr Irvine and prominent player manager Wayne Beavis were involved in the payment of $50,000 into Lee Mossop's English bank account. Mossop joined the Eels in 2014 from English Super League club Wigan. His manager Mr Beavis organised a two-year contract for $400,000 a season. However, Mossop's arrival was marred by revelations he required shoulder surgery.

He played just three games for Parramatta. Mossop wanted a release from the second year of his lucrative contract to return home. The NRL was told that he had agreed to receive a payment of $35,000 to secure his release and a termination agreement for that amount was signed. However, documents obtained by Fairfax Media reveal that the actual amount negotiated by Mr Seward and Mr Beavis was $85,000.

"A further $50k will be paid direct to Lee's UK bank account I understand to wrap the matter up," Mr Beavis wrote in one email.

However, the email trail indicates that Mr Seward had trouble getting the extra $50,000 and in late January 2015, Jason Irvine, the team manager, became involved.

On January 28, Mr Beavis emailed Mossop advising him he should have $20,000 in his account. "F--- this is hard work but my persistence is starting to pay off," wrote the manager.

The following day Mr Beavis advised Mossop that "Irvy is handling everything" and that $20,000 was on the way.

But still the money failed to come. "Wayne they are talking **** ... they are f---ing us around and stalling things," complained Mossop on February 5.

Mr Beavis replied: "I am chasing like a greyhound ... Irvy tells me the Bank at this end are saying the account details you provided are wrong and the transfer keeps bouncing back…ring Irvy on [mobile phone number] to sort out."

Mr Beavis then emailed Mr Irvine and copied Mossop in. "Irvy the kid is not happy and I am sick to death of being f---ed around ..."

Mr Irvine kept Mr Seward informed of the problems and eventually two payments of $25,000 were made. But as of March 2015, they were still $25,000 short. On March 10, Mr Beavis emailed Mossop asking him for the dates and amounts he had received "from our good friend Irvy so I can tie up the figures and put this to bed once and for all".

It was subsequent problems with Kieran Foran's contract that brought Mr Seward undone.

The NRL notified the board that there were anomalies. Foran could walk away with a million-dollar payout if political instability continued on the factionalised board.

A tearful Mr Seward met with the board on June 11. Sources say the board was split with some wanting the CEO to be publicly sacked. In the end, he was allowed to resign citing "family reasons".

On June 12, Mr Seward signed a release which contained: "The Club has alleged that Mr Seward has sought to enter into agreements on behalf of the Club that, if finalised, may have contravened the NRL Salary Cap Rules and/or sponsorship rules." The deed also said Mr Seward "made admissions to the club's directors regarding the allegations".

Fairfax Media understands that during recent discussions with the NRL, Mr Seward claimed he signed the deed under duress.

Eels chairman Steve Sharp said in a press release issued on Sunday "there have clearly been many serious problems at the club" and that the Eels were offering "full assistance" to the NRL investigators.

Mr Irvine was made redundant 10 days after Mr Seward left. Asked about the payments to Mossop, Mr Irvine suggested he could not comment due to legal advice and to speak Mr Beavis.

Mr Irvine is now employed by businessman Bill Moss.

In February, Fairfax Media revealed that the NRL was investigating third-party payments to Watmough organised by a company controlled by Mr Moss' son Stephen.

Mr Seward is understood to have negotiated a lucrative four-year deal with another of Stephen Moss' companies to provide IT services to the club. Salary cap rules forbid firms involved in commercial relationships with clubs to engage in third party payment to players.

Fairfax Media understands Mr Irvine is unlikely to retain his position as logistics manager with the NSW State of Origin team at a board meeting this month.

It's likely the rugby league player agent association will prohibit Mr Beavis from representing his clients if he is found guilty of any wrongdoing in the Eels investigation.

Mr Beavis said he could not comment on contractual arrangements with players. Asked if he thought he had breached salary cap rules, Mr Beavis replied: "In my opinion, no."
