Why dont they just introduce a 5th tackle kicking rule

There have been some woeful penalties over the lat few weeks and now we have been raped as well by it.

Rule may as well be:

On the 5th tackle the nominated kicker puts his hand up and no player can come within 5m of him.

No other player can kick

Kicker can not pass the ball.
