I'd say To'o wasn't 100% or re injured his ankle, he came back early from syndesmosis surgery and despite them saying it's a minor ankle complaint he's missed last week and only an outside chance for this weeks game.

Wouldn't have said this pre origin but right now we have more attacking potency than the Panthers. Luai is less instinctive, JFH is less productive, To'o is being missed and Cleary is clearly protecting his shoulder. Souths were good but Penrith are no where near the same team they were in the first 12 rounds.
