Apparently the NRL have conducted an investigation into the Roosters Salary cap and found them to be $12M under the cap for 2018.
It was a 30 minute investigation after which the ceo of the nrl apologised to the roosters and paid them a further 15 million for the inconvenience.

Seems like moylan wasn't the only unhappy camper under master coach griffin. I would love to see what Gould has to say about this and if he is stupid enough to use the "personal issues" excuse to the media as the reason a player is not happy at the club. Maybe they realised Penrith is a sh it hole and the coach and club and especially Gould suck.
