Brad Walters in the article states that "By doing so, the match review panel determined that their offences were worse than the maximum grade-five charge and the pair face bans of between five and seven matches each for trading blows on the sideline after being sent to the sin bin for fighting."

This is not always the case, sometimes the match review committee do not know what to do with a case since it is extremely uncommon such as the Mckinnon spitting case which he only got 3 weeks after being sent straight to judiciary.

It is incorrect that Stewart can only serve 5 weeks minimum since the Judiciary can give any punishment they desire from zero to whatever amount.
