This is not always the case, sometimes the match review committee do not know what to do with a case since it is extremely uncommon such as the Mckinnon spitting case which he only got 3 weeks after being sent straight to judiciary.
It is incorrect that Stewart can only serve 5 weeks minimum since the Judiciary can give any punishment they desire from zero to whatever amount.
