With all the talk around sin bins and a possible 5 minute sin bin. Would it be an idea to keep it at 10 minutes but if the opposition score a try within that 10 minutes then the binned player comes back on?
I think having a 5 minute bin aswell as a 10 minute bin and the send off is open for way too much inconsistency.
Keeping it at 10 but allowing the player back on after a try will stop the teams scoring 2 or 3 tries whilst down a man and ruining games.
-Face slaps are just a penalty.
Also, if a player stays down milking for a penalty then that player should have to go off for a HIA! If you are unable to get up and play the ball then you should be sent for HIA. This will stop most of the "milking"

- Forceful contact to the head is a sin bin (with the player allowed back on after a try)
- Reckless/ dangerous contact is a send off
