I don't get it and please don't take me as a Hoppa defender but how can "doing a Hoppa" be lambasted but what Sims did is just laughed off?

I'm nowhere near a prude but it's seriously not a good look for the game even if just a bit of fun between mates.
In this PC world we are always teaching our kids that you can't just go and touch someone else down there or vice versa so how do we explain that?
