Not quite. Manly and Warringah have always been separate LGAs. It was Pittwater, formerly the A Riding of Warringah Shire, that went its own way after a local plebiscite in 1991. Only residents of A Riding were allowed to vote in the plebiscite and only about 50% in favour was considered a sufficient 'majority' for them to go it alone.
You can thank in part a largely disinterested Local Govt. minister from the Nationals, one Gerry Peacocke, for that little imbroglio. Thanks Gerry.
Ironically it looks like it will be another LNP state govt. that will force all three Northern Beaches councils to merge.
