It's about ten years too late, but it's nice to finally see the Storm getting penalised for things they should have been penalised for all along. Penalties and penalty counts aren't the problem - the problem is inconsistency, between the two refs in each game as well as between each NRL game. There are still clear penalties that should be awarded but aren't, along with penalties that refs somehow conjur out of thin air. It's a mess, and selective enforcement of some penalties (like the play the ball, or the 10-metre rule - but apparently only when teams are defending their try lines) at the expense of others isn't going to fix it.
What really interests me is this: if Toddy is telling the referees to blow more penalties and they're merely following his instructions, what other instructions does he give them? Wouldn't it be better if Toddy stayed out of it and the refs were instructed by an independent body?
