Why is it every Matty Orford Contract negotiation is both played out in the media with a circus feel to it, and generally takes forever to do?

Love the man. Hate the effort required.

It's simply because he is a very high profile player. When he leaves a club it's big news, and when he joins a club there is a lot of publicity for the new club. It is pretty much the same with most high profile stars, no mystery really...
And yes! he is a star player, although at the end of his career. I'd hate to see him back in the NRL playing against us, though I wish him well.
