Although Pearce did already have some other scandal the year before, think it was the girl in the yellow dress scandal or something like that.
He wasn't charged for that one either, but brought a lot of bad publicity to the game.
I'm just guessing really - who knows how they come up with their penalties?

Norman's lewd acts can not be broadcast, so he attracts less of a sanction from the NRL as very few people have viewed it

I think the Judiciary uses similar equipment, case in point Gubb v Inglis.
