I'm not stiring here, I'm interested. So why didn't the club hold out for a higher bid from the Penns? Surely it was in a dream position, two wealthy potential buyers bidding for it. Or did the Penns not want to make another offer?

The Penns weren't prepared to outbid him, pure & simple. The fact is the Penns had actually signed an agreement with the club, but agreed to release the club from that agreement to take the higher offer from Max.
All the Penns wanted as for the club to be saved and if Max was prepared to pay more, then that was fine.
