In 2023 NRL replaced the Development List with the NRL Supplementary List, where Supplementary List players will be entitled to $80,000 p.a. [NRL site]

Base Salary Cap Squad Rules​

At least 24 Top 30 players must be contracted by 1 November, 28 Top 30 players by the Monday prior to Round 1 and 30 Top 30 players by 30 June (or the first working day thereafter if 30 June falls on a weekend).

Based on list above we have 27 locked in, although I'm not sure on Hoppa's status whether he is full NRL squad yet. Waddell only current squad member that is unknown status for next year

Two emerging teenage halves and a former Canterbury forward headline the list at Manly. The Sea Eagles had to fend off NRL and rugby union rivals to land Onitoni Large, who was one of the most highly-prized emerging talents in either code. The Wests Tigers were disappointed to lose the Junior Wallabies skipper. Queensland teenager Tyler Melrose has also been given a chance to shine in the pre-season while Bulldogs forward Chris Patolo has played 28 games in the NRL over the past three seasons with the Bulldogs.
