Honestly there will be a conversation sooner rather than later on how the game will manage this.

I can see points around kick offs, kick returns, numbers in a tackle and even shortening the distance teams are pulled back as being on the table

I think the simple solution to reduce head knocks would be to reward the classic leg tackles again. So many of the concussions are caused by players going high resulting in shoulder to jaw or head clashes. We see Jake make perfect tackles for years but is forced to let go immediately or we concede a penalty, meanwhile if you tackle up high & wrestle the ref allows you to hold them down.
