Why didn't they schedule this for the 4 Nations

Lead up game - Pacific Cup.
4 Nations this year will be - Australia, England, New Zealand (aka the big 3) and Samoa.
Imagine seeing the likes of PNG, Tonga, Fiji, Cook Is, Vanuatu and the US going head to head prior to the 4 Nations.

Then at the end do this prior to the 4 Nation final - last place in the 4 Nations plays 1st place in the Pacific Cup either to retain the spot or to win it.
 
I like this idea. It would mean next year's game would be Samoa vs the winner of the Pacific Cup. Samoa win, they retain the spot. They lose, the winner takes their spot. Will keep these countries on their toes. Will also keep England and NZ on their toes too, as they could be in the fight off.
 
I know it sounds like the World Cup but what that showed us their was an appetite for internationals.
This way it allows South Pacific teams to play more Internationals which has been a major problem in the past in this region.

Europe may have it's problems due to quality of opposition atleast it has a solution to reactify it
