Why aren't coaching salaries in the cap?

With reports that Crowe offered Bennett $1-M to coach Souths, then Tinkler upped it to a reported $2-Million to coach Newcastle has me wondering why coaches aren't included with players in the salary cap?

Surely the coach is the most important person on the roster. Thoughts?

Then do the same for the CEO, Recruitment Officer, trainers, admin staff etc - it would just get silly.  No playing roster is enough in my opinion.

The salary cap is not only there for a leveller but also so clubs can remain viable! With extreme payments to coaches like these some clubs just wont be able to compete or go under trying! 🙂
 
Funnily enough the AFL are considering putting a limit to how much a football department can spend each year.  Ludicrous IMO, is the one area where clubs should always try to get better as it ultimately helps the playing roster.
