I see. Well, maybe the answer is to educate the fans and commentators (and players & coaches) so we all understand what the hell is going on.

Are the rules of the game available online?

Not available online as that would imply consistency.

edit: badly written. what I meant was that if the rules are in writing then the poor old ref's would have something they actually had to rule by rather than making stuff up round by round.
