Maximum number of tier 1 players in any team is 3. The club pays a base salary of 600K to each player. Clubs and player managers are encouraged to collude by the Comission to source unlimited third party deals for their top 3 players.

Second tier players would be eligible to receive 400-500K per year from their club. Players and player managers are encouraged to source third party deals without assistance from their club (max of 4 players per team).

Third tier players receive between 300-400K. Maximum of 5 players per team. Players and player managers are encouraged to source third party deals without assistance from their club.

Fourth tier players receive between 200-300K. Maximum of 6 players per team. Players and player managers are encouraged to source third party deals without assistance from their club.

Finally, fifth tier players receive between 150-200K. Maximum of 7 players per team. Players and player managers are encouraged to source third party deals without assistance from their club.

Salaries for top 25 players at each club are not permitted to exceed 7.1M.

Clubs are granted 7.1M per year.

All this means that Melbourne can keep their whole team, including their big 3. I hate their big 3 so I would not want them in a Manly guernsey anyway. Also means that Manly get to keep their whole current roster.
