It's only meant to be long passes... you can do a short pass to the player... Brimson went over the dead ball line after taking it and threw it a couple meters back to someone else for the tap.
It's one of those grey areas where "what's a short pass and what's a long pass"... but the ref usually calls if it's long or not and says can't be a quick tap.
He didn't get the chance to do that and Moses didn't know that, because he was busy querying an earlier decision trying to challenge... he was trying to give away a penalty even though they didn't have a challenge available to them.
He should've been binned in my eyes, because he blatantly broke up the play
