Absolutely agree Luai should have copped more. It's a shoulder directly to the head of a player who is already being tackled by 2 others and is on his knees. That's far more of a dog shot than any of these other photos, which are simply tackles gone wrong, with tackled players jinking and jivving into the tacklers' shoulders.

The entire system is a mess.

He ducked into it a little, and Brown's feet didn't leave the ground until after contact was made. But in any case, it's inconsistent.
