Unsure, but seems to me that there is a spate of penalties (inside the 10m mostly) this round given to teams after they stuff up in attack, especially when coming off their own goal line (knock on, charge down etc).

Seems if you don't stuff up, you don't get the penalty.

But worse still, it means no team will ever be made overturn the ball inside their own 30m line.

There weren't many arms in it... think it was only given because old mate was completely out of it... probably more a Grade 2 'tackled him too hard'
