Can anyone tell me if the nrl allow pure oxygen to be used before games halftime after games and at training its excellent for recovery i use it before and after marathons,if so des being the crazy scientist does anyone know, maybe the wheel if the team use it at all

I believe there is a post game ‘truck’ the players use that helps recovery and has something to do with what you’re talking about.

There was a MWSE article on it a couple of months ago and also a thread on it here.

I think most sports science journals have debunked the practice (at least by those not invested in supplying it) and there are cheaper and easier to apply placebos available.
Basically the limiting factor is the number of red blood cells available to carry oxygen through the body rather than the oxygen available to them. There is a slight improvement in the time your red blood cells reach 100% capacity by using pure oxygen (36 seconds) compared to air. In games where you run to the sideline and back between plays in stop start games (e.g. NFL) this might make a difference but not when players are on the sideline for > 20 mins.
edit: there is an argument that you can have less optimal oxygen uptake post exercise through less than optimal breathing and increasing the oxygen percentage can prevent this. However this can just as easily be achieved through breathing exercises and I'd rather my athletes new how to breath rather than relying on pure Oxygen if possible.

It would seem to me that pure oxygen simply leads to poor punctuation.

Won't the COE have a high altitude facility? Looks like Des is going the other way. Simulating Mt. Everest...
