Easiest way to solve it IMO is to make it discretionary.

Discretionary means inconsistency and inconsistency is causing most of the referee-influenced game outcomes

As a fan it sucks,! but worse still is the way it portrays the game to the rest of the world.As mentioned in the other games thread, the act of the dummy half deliberately throwing the ball into a defending player has reached comical proportions.
I started a new thread as we know 'sports journos' troll sites and I wanted them to see that it's such a bad look that they should take notice.
If the refs are trying to convince us that they get most decisions correct (as todd keeps reminding us) then the bronco player throwing the ball into a roosters player on his knees but well out of the ruck was a joke.
It got worse. The parra player bouncing the ball into a warriors player, lying prone on the ground was just absolutely ridiculous.
Soon dummy halves are going to get the ball and run wildly after a retreating forward and lob the ball at him and the ref will have to award a penalty.
The fact that ref's were happy with those two instances as penalties is not only an embarrassment but it will have serial envelope pushes, Bellamy and Arthur working hard to exploit this joke to the fullest extent.
Terrible to watch, just embarrassing.
Personally, I think it’s another rule on the run approach. If they think it is intentional then make them play it again. "I watched some of these examples over the weekend. It was a bad look for the game, and in simple terms, not in the spirit of the game," Greenberg said.
"I've directed the referees – if they see a player like that, deliberately throwing the ball into another, they should give a penalty to the opposition team. You'll see that happen this weekend.
"Sometimes these things happen in the game. But when you see them, you've got to deal with them quickly. What I saw over the weekend looked ridiculous to me – players purposely throwing the ball into a player laying in and around the ruck. If it happens deliberately, teams can expect a penalty."

They need to take the focus away from the ruck. This is not touch footy. For the last decade or more the team who wins the ruck usually wins the game. The game has become 1 dimensional and boring as a result.
Just let players lie on the tackles player longer, particularly those who made tackles around the legs. Then you won’t have layers lying in and around the ruck to throw he ball at and - even better - there will be no need for the wrestle which is destroying the game and the bodies of many players along with it.

Watching some old games 'the other day' and the tackled players (except Mick Hancock) seem to go "ok, tackled. stop trying to creep forward" but now days it seems as if the tackled player will not stop...puts everything into getting that extra 1cm. Ref's don't call held if there is forward momentum and they let a lot of players (eg Inglis) steal metre after metre - it's no wonder 4 players all pile on.
Not saying you're wrong, I just don't know the correct and most efficient fix.
There is a rule ... not sure of the wording .... but you can be penalised for an act not in the spirit of the game ......
That rule should have been, and would have been invoked if either Ref had the common sense that God gave artichokes ...
It was a pathetic and stupid spectacle ....
