Impossible to implement objectively. It would end up open to corruption. There is too much risk as to how to determine the needs of the clubs and to apply this fairly. It is no wonder that the Broncos are for it as they have an advantage in how most other systems are applied and could expect the same in this instance. I can see Brisbane and Melbourne getting more than their share of the money and the slow attrition of the traditional clubs due to diminishing funding.

One thing they really need to do is increase the prize money for winning the premiership.
I think it's under a million and is a joke if a club wins a comp they should receive 3mil minimum with atleast 40% of that being allowed to be passed on to the squad outside the cap
