Actually one just has to say 'out.' It's a saying misconstrued and perpetuated by hollywood over the years.
'Over' means you have stopped speaking but expect a reply whilst 'out' means you've stopped speaking, and that's all folks.

I find including 'over' improves the metre. Language is not just utilitarian, you know. 😉
