Well, to stop this remove the salary cap and impose a points system.
Let the players get what they are worth but a club can only have a number of players that add up to an agreed point value.
Get rid of the salary cap auditor and replace his job with a points auditor. Half the difficulty and more transparent.

Points are subjective and rapidly change, especially for young players. This leads to a lack of security for both club and players, as a club may find 3-4 gun rookies in a season, and be punished for their improvement the following year.
