Percentage wise the amount of money the NRL makes and then shares with its member clubs is one of the lowest in the world. Give the clubs more money and maybe they might have enough to change some things.

Oh please. There was a pro Penn article on Brookie probably two days ago in he Manly Daily. This is the council returning serve. Penn said he is committed to Brookie, with or without the resi development. The article was posted in another thread. Like I said, this is just the councils return in the pissing match.
