Is there a better way than the salary cap?

I know the cap is there to help clubs survive, and to keep the competition interesting but is there another way?

If we were to think beyond the great Manly teams and even referred to the Eels and Dogs of the 80's or Raiders of the late 80's and early 90's, those teams would not have lasted if they were playing in today's market.

Is there a better way without it being a free for all?

Can't have it both way's salary cap teams eventually get destroyed like ours (depth wise) or you have a free for all and have the great Manly teams and the eels and dogs of the 80's.
