Five man scrum

I noticed last night at about the 60th minute a scrum was put down on our ten metre line.  Archer let the Storm pack without a lock.  He said 'packing without a lock', and let it go.  What's the rule?  I thought that a back had to take the place of any missing forward when a scrum was put down.  Else you could pack just the front row and stack the defensive line.  Is that legal?
 
you can't have more than 7 in the backline, I can only assume that someone was off the field and as they couldnt interchange at the scrum they went into the scrum with 5, the same as happens when someone is in the sinbin.
 
Fro is right, the rule is no more than 7 backs allowed, therefore by default you must have 6 in the scrum when you have a full side on the field.
