Devel contract players eligibility

I don't think that's right. 18th man does not have to be a development player. Any player in the top 30 can be names as 18th man. I can only expect that Saddler has already been given an exemption to be named in the 21. But anyone from 18 to 21 could be named as our 18th man on game day!
WHAT ARE THE RULES AROUND THE 18TH MAN OR EMERGING PLAYER?
The 18th player must be an NRL registered player who is eligible for selection in that round and part of the 21-man squad selected for the NRL game.

Clubs will be permitted to select any player from the above mentioned rosters and must identify the player when final team sheets are provided on game day.
Yes,that appears to be the case.Late March it was “emerging player” that would be the 18th man,then early April this came out-
“In a change to initial talks last week surrounding the use of emerging players as an 18th player replacement only, the ARL Commission accepted feedback and confirmed a registered NRL player who is eligible for selection in that round and part of the 21-man squad could take the field.”
