Channel 9 broken promise?

I recall when the recent TV deal was announced, one of the promises from Channel 9 was that there would be 6 hours extra of RL programming on their "other" channels (Gem or Go).
I assumed that would have only been replays of the TV games each week, not age old replays or packaged shows. Either way I haven't noticed anything at all.
I wonder what happened to that promise.
