I have to disagree about having all forwards on the bench. Backs get hurt too and when it happens it involves a host of positional problems unless you have someone like TT2 in reserve. I believe TT2 is an ideal interchange. Obviously he can cover most backline positions but he is also big enough to fill-in in the backrow in an emergency.
TT2 would always be in my top 17.
Yeah I can see both sides with the bench make up. Neither is right or wrong without a crystal ball, but I do wonder if currently going with a back, some consideration to how many minutes Nav might be good for at the top grade comes into the mix.

He's run out big minutes in ressies but as we all know the pace of the game in first is something plenty of newbies struggle with.
