They can limit bets to whatever they want.
I know some pretty serious punters and they are forever moving around a dozen or so different agencies to get the best deals because as soon as they have some success the agencies just cap their bets.
Not very fair... but they can do whatever they want...

I think there's a professional gambler on here (bob dylan...the who...I can't be sure) and he says these agencies certainly do just get rid of your account if you're too successful.
