well is it a signature or an avatar.

An avatar is the thing on the left under your username
a signature is the thing that goes at the bottom of all your posts. I am not explaining the method for both so you need to tell me which one you want

edit your profile, go to the section "avatar" and either upload a new one using the "Upload Avatar" section or choose an existing one....

It will automatically be re-sized for you. So you just have to find an image you like edit your profile and upload it.
