The Bunker is the worst change ever perpetrated on our sport. It sucks out all the spontaneity. You can't afford to get excited about a try because it will take 2-3 minutes for some clown watching it on TV to confirm or deny what your eyes have seen.
And it changes results. It can't be incompetence because it happens too regularly. The sport is corrupt with officials having greater influence over results than do players.

The decisions should be based on facts the clown taking 2-3 minutes is too busy forming an opinion instead of watching what actually happened.

Only the NRL (No Real Logic) could stuff up a process which should be simple.
