How the hell is Tedesco still on the field after leading with the knee?

Same thing happened years ago with Jayden Campbell leading with the knees on Parramattas Sean Russell, breaking his ribs, piecing his lung and putting him out for the season, NOT EVEN A PENALTY

It is like the refs don't even know about the rule against defenders leading with the knee
