This is a more interesting question than you may think. A Forceful contact was made to the head of an opponent in the execution of a tackle, albeit a head clash, but under the crackdown policy should have automatically incurred a penalty, report or sin bin ... but nada ... were the ref and bunker just asleep at the wheel .. incompetent?
OR .. was this, or is this an inadvertent de facto admission that "accidental" and "unavoidable" contact on the part of the defender actually exists ... and can/should be excused without penalty?
How is this different from an attacker falling into a defender?
