Who's in charge of time clock ?

Is it the ground staff or the broadcaster ? In yesterday's Warriors and Titans game , time is called off at a scrum formation @ 73:55 . The Titans win scrum but the time clock is not winding down on the fox coverage , at end of set ball is kicked into touch (a 40/20) time still shows as 73:55 . Fox then show a replay , when live action resumes time elapsed is showing as 74:12 . So approx 60 seconds extra is being played as full time is called at 80:00 on the fox time clock . Now I know it hasn't directly led to the result changing in this game , but it certainly could have given the nature of the finish . It certainly gave the Titans enough extra time to score again and improve their for and against . Imagine if it won them the game .
 
There is an official time keeper at every ground. This person is usually locally affiliated.
 
I've seen instances of home officials not turning off the clock , but not to turn it back on when your sweating on full time .
