They don't have a salary cap so they can spend what they can afford, its nice to be able to compare values of players though.
 
That's ****, you'd end up with the same scenario as in the premier league in England where the same three clubs are in contention each year and everyone else makes up the numbers.

I use it all the time too. Especially when people whinge about it. Even clubs that have been around 6 minutes have breaches it numerous times
