The Add that won't leave

On the mobile version - using IPhone- when I try to scroll to the bottom of the page to change to full web version, the banner add stays on the screen and prevents me from accessing the links that used to appear at the bottom of the page.

Should be able to scroll it right to the bottom. I can access the same links on iphone 5s and Samsung galaxy s3

I get the same on ipad, a floating add at the bottom of the screen that when you scroll to the bottom of the screen the add moves with the bottom of the page.
