Should Dummy half lock the scrum?

Scrums are largely uncontested and surely anybody can "rake" a ball thats fed  to the 2nd row so why not have Balin lock the scrum when we have the feed so he can either pass well in either direction or take a scoot if required, just thinking.
 
Fair question and a bloody good point, hookers packing in the front row is useless these days.. they tend to have the shortest legs so why are they there in the first place? having the hooker pack in at lock makes sense.. I saw snake packing in there numerously in round 1
 
Not a bad idea but it would be better if the halfback could stand wider. However as the 7 still needs to retire to the back of the scrum he may as well do it.
