I know I’ve banged on about this before but as long as the amounts ACTUALLY PAID to players is what is counted towards the salary cap Clubs will find a way to rort it. The ONLY way to stop this and to instantly render TPA’s redundant is to move to a valuation system and to then have full disclosure of every roster.

It could work as follows:
1. When a player’s contract is reaching expiry or they come on to the market all clubs advise the NRL what they would value that player at or even what they would pay.
2. The top and bottom four numbers are discarded and the average of the middle 8 numbers is what that player is valued at on the salary cap for the term of that contract.
3. Clubs can then pay players whatever they want. So that means a club may pay over the valuation is they are desperate for a marquee player.
4. This will undoubtedly mean the wealthy clubs will get very top shelf players (They do now anyway), but the cap valuation will stop them from getting a full team of them ala the Chooks. It would mean the Jarryd Hayne debacle couldn't happen.

This system would stop the likes of Brisbane from having Lockyer on their cap at $250k, which they did. It will stop the need for TPA’s etc to clandestinely boost players pays outside of the cap. It means we can disclose all teams Cap arrangements publicly because it is not necessarily the players actual income.

There also needs to be an complete cap exemption for 10 year one club veterans.

No, it should be as simple as the cap is $X, each player has a registered contract for $Y and how the clubs pay that player $Y is up to them, but they can only pay them $Y and not a cent more. All the $Y's must be <= $X. And chuck in a $500K cap exemption for long serving players.

If players can source endorsements outside of their contracted NRL salary, then good luck to them. Players should have no cap on their overall earning potential. But endorsements don't count towards the cap.

It should be that simple, but as long as the actual amount paid is the number counted it will be rorted. Until players are counted at their market value and not what they are supposedly paid the system will be a waste of time.
 
All payments including third party payments are paid by independant body or NRL directly to the players.Salaries are public . This way if a player is caught with ant excess cash/payments or gifts the player can also be held accountable
 
Whatever system you bring in there will be a way to get around it.

Probably the only way to get close to a fair system is a player has a market value but can be paid whatever his chosen club and himself agree to.

If a player is at club X for 5 years maybe a 10% for years 6-9 and a 50% discount for years 10 onwards.

Do you really believe players stay or go to a new club for $200,000 per season less than an offer?
If they do so be it but if his value is rated $700,000 a season and he chooses to go to a team for $450,000 that's up to him but his value will be considered as $700,000 towards the salary cap.

A players value shouldn't change while under a current contract. If a player play's his first NRL game while under a 3-year contract and is valued at $200,000 and in his second year he becomes a superstar and plays state of origin and tests he would still be valued at $200,000. When his contract expires his value then would increase to his new value.

If you sign a player for 3 years who is valued at $700,000 but ends up being a dud buy who can't make a rep side anymore and basically is a passenger at your club, bad luck you signed him as a $700,000 player for 3 years.

Endorsements/sponsorship would come with a contract you would assume. The player would be obligated to carry out promotions to add value to the product they are sponsored by. Therefore if this ain't happening it would look like a club arrangement. I dont see too many league players doing tv adds but there is alot of type's out there. Go figure
 
How about.....

NRL funded salary cap for teams (eg 9 mill)
Plus some other definite figure (3 mill?) that clubs can add to that. Either through their own pockets, outside businesses but it all runs through the club.

Then it's a fixed salary cap up to that figure (eg 12 mill per team total, that's it, fini)

Tweaked dispensations re: long serving players can be included.

No player can earn money outside of that through endorsements, commercials etc.

If players (or fans) are gunna whinge about this b/s of restraint of trade... let them bugger off and see how many endorsement deals come flooding in when they are back on a minimum wage job/digging trenches, or whatever.

If they go o/s, buh bye and the door opens for the 600 people that want to replace them.


Teams *cough rorters cough* can no longer have players wages of 20 mill because 11 mill is from tpa's ..... it's all a capped figure for all.

Endorsements should come with being a marketable player or possibly playing in a location that leads to those opportunities. The second one is just a part of life - bigger cities or one team towns will benefit the players as there is less competition for the dollar. But that would not be a club arrangement. Player managers or agents should be maximising the earnings of their clients. That should include getting as much money from the club for their contract AND, separately, bringing in as many endorsements as possible. And that is a bilateral arrangement between the player and sponsor. They can earn as much as they can but would have to be in the best interests of the game, so for instance Foz couldn't be sponsored by Stilettos or something like that...
