Penalty Tap ??

The refs have discretion to over rule a try, allow a forward pass, Time on a tackled player ect.....
The only upgrade on quick taps is inside the opposition 20m line....and off a 20m restart if your own players are offside still coming back.
Apart from this, a quick tap IS allowed AFTER the ref has given the mark - this is why the ref gives the mark, so you can tap the ball from this spot OR kick for touch from here.
Not so he can then say “ there’s the mark, now wait till I get back inside and the defence is set, then you can take away the advantage of taking it quickly”
If this is not the case - what is this thing known as a quick tap I have been watching for 40 years??

I'll bet anything there are fewer than 10 of those this year.
