I can just see it the Storm winning the Grand Final on the back of a RUBBING violation on Cameron Smith. All the attention is on whether Smith induced the rubbing to milk the penalty.....

Reading that article, it says:

"For now Bennett will have to be content with the NRL's crackdown on the slap, with referees being encouraged to use the sin bin if they see an open-handed slap to the face."

So does that mean it's open slather for all other areas and you can still at least do this:

That one is clearly not a slap to the face so PLAY ON.....

edit, some may argue it is a heavy PAT 😉

edit2, though a PAT probably has downwards pressure whereas that one is more sideways....definitely not a RUB

Any action, slapping, spitting, hissing, patting, slapping, tugging, chest bumping, pushing, shirt pulling, bum poking, running-in that is deemed by the ref to have escalated a situation can simply be dealt with as contrary conduct.
